Rinse and drain the 2 “cups” of uncooked rice, and add it to your rice cooker, along with enough water to reach the “2” line of your rice cooker. If using a regular pot instead of a rice cooker, you’ll use 2 standard dry measuring cups’ worth of rice, soaked for 30 minutes. Drain, and add to the pot along with 2 cups water.
Remove 1/4 cup of water.
Open the can of dace fish, debone the fish, and pull it apart with a fork or chopsticks into small pieces. Add the whole thing to the rice cooker.
Add the carrots, peas, dark soy sauce, light soy sauce, sugar, and white pepper. Mix everything well.
Close the rice cooker and push start.
Once the rice cooker is done, mix in the scallions and serve!
